Funding Update from Sheffield City Council

As you will be aware, there are a number of potential sources of funding and investment in the pipeline currently that will hopefully contribute to the sustainability of elements of the VCF sector in Sheffield. This briefing is intended to give an update on these sources and the timescales we are aware of for more detailed information to be made available.

Neighbourhood Renewal and Partnership - Update on Funding and Investment, 3rd December 2008

ERDF/Single Pot Yorkshire Forward Investment:

A Reference Group has met fortnightly with SCC Officers (Tony Tweedy leading for Employability and Kevin Bennett for Enterprise) and Yorkshire Forward representatives to contribute to developing the Full Business Plans for the two strands: Employability and Enterprise. The Full Business Plans were submitted at the end of November and this starts the 30 day appraisal process. The plans will go to the Yorkshire Forward Appraisal Panel in December and to full board in January.

We will have some feedback and initial indications of how the plans have been received following the December panel but at this stage there are no guarantees and further detail is being developed by SCC in parallel with the appraisal process.

The last Reference Group agreed that it would now cease to meet as the process moves on to the procurement stage and SCC must adhere to procurement law.

While some of the LEGI activity will be an extension of existing activity, it is anticipated that most of the employability and enterprise activity will be commissioned through a competitive process. SCC Officers are seeking advice from Yorkshire Forward and SCC Legal to establish a mutually agreeable procurement method. Further information will be shared as this is confirmed.

 

 

Area Based Grant:

 

 

A number of proposals have been submitted to the Area Based Grant (ABG) flexible pot that will benefit the VCF sector either fully or in part. The proposals were submitted for the 11 November deadline and have now been considered at EMT and Leadership Group.

 

 

 

The proposals that have direct implications for the VCF sector and have been submitted via Neighbourhood Renewal and Partnership and/or Successful Neighbourhoods Board are:

 

 

Volunteering Strategy - VAS lead OFFER Proposal - including a pot of funding for VCF organisations to deliver empowerment activity linked to Community Assemblies Community Assemblies Delegated Budget - will enable each assembly to commission activities that it prioritises in the area plan. Key Organisations - to support the core costs of a number of anchor organisations across the city to lead and support delivery of key city economic and engagement agendas at neighbourhood level

 

The original timescales for the successful suite of proposals to go to Cabinet was 10 December and we had hoped that we would be able to circulate more detailed information about which proposals had been put forward by this stage.

 

 

However, due to the volume and complexity of the proposals submitted, 131 business cases worth 32 million for a 14 million budget, further time is required to request more detail on some of the proposals and undertake further assessment. The Cabinet Paper is now scheduled for 14 January and the papers will be made public on the 7 January 2009.

 

 

 

 

Bridge funding for VCF organisations up to March 2009:

 

 

Neighbourhood Renewal and Partnership Officers have now met with all those organisations identified for bridge funding support with core costs. This Working Neighbourhoods Funding was agreed after an extensive assessment of the sector and one to one meetings with each successful organisation. The funding is up to March 2009.
